As the Philippines approaches the 10th Anniversary of the landmark 2016 South China Sea Arbitral Award this coming July 12, we are reminded of a defining moment in our nation’s pursuit and defense of a rules-based international order and the peaceful settlement of disputes. The Arbitral Award remains a clear and binding affirmation of the Philippines’ sovereign rights and jurisdiction in its maritime zones, such as the West Philippine Sea, in accordance with the United Nations Convention on the Law of the Sea. It is a legal and moral anchor that continues to guide our policies and actions.

We recognize and support ongoing efforts to manage tensions, pursue dialogue, and explore areas of practical cooperation through the Bilateral Consultation Mechanism and other discussions and negotiations. Dialogue and diplomacy are always essential, and the Philippines enters all discussions with the clear understanding that international law is paramount and that the Arbitral Award is final and non-negotiable.

As we navigate complex regional and global developments, from evolving maritime dynamics to broader geopolitical tensions, our engagements with the international community reflect our national interest and uphold the rule of law. Constructive dialogue proceeds alongside a consistent assertion of our lawful rights.

The National Security Council stands in full support of a whole-of-government approach that combines principled diplomacy, national resilience, and strong partnerships with like-minded states. In doing so, we ensure that our actions today safeguard our maritime entitlements and secure the welfare of future generations. The Arbitral Award is not only a reflection of a legal victory, but a reaffirmation of our enduring commitment to assert and defend what is rightfully ours through lawful and peaceful means.
