The Manila Dialogue on the South China Sea
The Manila Dialogue on the South China Sea was held from November 6-8, 2024, to support the region’s shared commitment to a free, open, and rules-based maritime order.
The gathering brought together leading foreign policy experts, thought leaders, and academics from across Southeast Asia and the broader Indo-Pacific. Designed as an annual Track 1.5 initiative, the dialogue emphasized upholding international law and developing practical, actionable policy solutions for littoral states bordering the South China Sea, as well as other engaged state and non-state actors.
Participants engaged in discussions, proposed innovative solutions, and offered policy recommendations to ensure that disputes were resolved through the rule of law rather than coercion or force, thereby promoting regional peace and stability.
